Dress with lining and sheer overlay (post #35774)

I have a pattern for a sleeveless dress with a lining, but I want to add a sheer, lightly patterned overlay to it.  I'd like the overlay to hang loosely, like the lining will do, so I know I'll attach it to the shoulder and arm.  I'm just not sure how to approach sewing the layers--in what order do I sew them?

the pattern will tell you when nd how to put in the lining.  I would lay the overlay on the fabric and treat them as one until you get to the seaming of the side seams and center back seam.
