I have a pattern for a sleeveless dress with a lining, but I want to add a sheer, lightly patterned overlay to it.  I’d like the overlay to hang loosely, like the lining will do, so I know I’ll attach it to the shoulder and arm.  I’m just not sure how to approach sewing the layers–in what order do I sew them?
