I want to make 20×20 pillow with 4inch satin shirred border with a 12inch square center, in tapestry.  How do I keep the shirred border flat and stabilized to attach cording, since it tends to gather and won’t lie flat?

    at the risk of totally misunderstanding you... here goes.... I would baste it to a stabilizer or twill tape once it is gathered the way you wish... and that would give you enough stability to attach later to  the tapestry squre. see... I may not know what I am talking about.
