waistband underlay

Need help please.
I am making skirt with waistband facing and zip below facing so there are 3 buttons and zip. The pattern says to attach facing to skirt, put in zip and then attach underlay. Not sure where to put the underlay. This is a very old skirt from a 1990 Burda. Thanks in anticipation!

    Could it be like a fly front where the underlay protects you from to intimate connection with the zipper?

      I thought that too, but the zip is 18cm and the underlay is only 8cm. I finished the skirt without the underlay and it works ok but am bafled by the underlay. The pattern says its a waistband underlay which I assumed would be where the 3 buttons go above the zip. Never mind I will just have to leave it. Thanks for trying to help.
