   Try loosening the needle tension or tightening the bobbin tension a little. Also a very short stitch may have some effect.

   It also helps if you "pad" the stitch by running a very small cord like a DMC cotton perle under the fabric so that the bobbin thread hides it under the pintuck.  Also try using actual Bobbin thread in the bobbin it will stretch slightly when it is wound on the bobbin so wind very carefully with not tension on it or you might bust the bobbin.  Then give the final pintuck a burst of steam and watch how it blooms.

   The best instructions I know of for pintucking are in Carol Ahles'

   Fine Machine Sewing -- your library should have a copy. Not all

   fabrics pintuck successfully, and most do better with pintucking on

   the crossgrain rather than the lengthwise grain. You'll probably also

   have to tighten the thread tension a bit.

   If pintucking with a twin needle fails, you can also just fold and

   use an edgestitching foot.
