Bias Pants

Can someone help me with the bias pants explained in the April/May issue on pages 50-54?  The legs look great but the pants will not get over my hips easily and when they do, they are too darn tight for this old lady!! Using my thigh and hip measurements of 21.5 and 38 and get a rectangle of 17 by 60.  Something is definitely wrong here….Thanks for your help…Debbie
