Judith Neukam’s Thirty Minute jacket

This is probably the world’s dumbest question. But I’m trying to make the Judith Neukam Thirty Minute Jacket (I think its from a 1992 Threads). Its only a THREE step process and I’m stuck on Step 3. It says, “lap long edge over short edge as you topstitch…” I’m lapping like crazy but I cannot match the picture. Can anyone please advise? Thanks! I’m new to the forum and new to sewing…

Are you having trouble with folding the short edge to create the arm? or just finishing the edge itself?
Yes! Thanks! I don't get what to fold ("lap") over what. I managed step 2, folding the lower edge to the pins (at 2.5" from center back), but got stuck. Please describe what to fold over what in the most simple terms...I just feel so dumb about this but no fold looks like the photo. Haven't even gotten to consider the finishing (already put on my decorative edge and finished the other three sides of the rectangle). oy. will there be another question?

When I first read it, I thought it was asking you to finish an edge. However, the entire piece is lined and should already be finished. The embroidered, sheer version is actually finished with a binding before the arms are folded.
Hope this clarifies a bit:
Fold the short end and match the bottom corner with the dot 5" inches from CB. The other corner should match up with the second dot.
All you do at that point is topstitch in place. The "lap" is coming from having that short end layered underneath the long edge slightly so that you can have something to topstitch down.
Does that make sense?
