   blingy, what pattern?  And what do the pattern instructions tell you?

   Blingy,
   It's the style these days, you end up with "Muffin Tops". I think its very unatractive (the muffin tops).But, to answer your question, I guess it all depends on how tight you pull up the elastic. If the skirt is not so wide around that it won't fall off, and if the elastic is more like a wasitband it may just sit on the lowest part it will fit (fall onto)

   I'm slim and I hate the "sit below the waist" skirts.  They always rotate around my body as I walk because they just end up riding up and being too loose.  I can't wait until real waistbands make a comeback.  Not only are they more flattering, because they nip you in at the smallest part of your body, but they stay put.

   I cannot imagine how an elastic waist skirt sits 1 inch below the waist.  Inconceivable.

   This pattern is an elastic waist, a simple bias cut skirt and for some reason it says the waist is 1" below.  I know there is no way its gonna fit me like that!

   I have a pattern with different skirts with the same instructions. I also can't stand clothes that don't sit on my waist so I made it to fit my waist and added length to the bottom.

   My daughters on the other hand wear "bikini style" skirts and they end up being about 4 inches below their waists. I made the elastic as tight as one daughter wanted so that the skirt would stay put.

   If you compare this pattern with one that sits at the natural waist, you'll find that this one has lopped off the last 1" of curve at the top of the hip. That is, follow the side seam up, and you'll see a slight dent inward at the top, but not the full arc you'd have to fit your waist measurement.If you pull elastic very tight, it will of course ride up to the smallest area. But if you make the elastic the same length (unstretched) as the width of 1" below your waistline, it will rest there and then stretch out enough to be pulled over your hips. Elastic-waists are most comfortable when the elastic is long enough to be in its unstretched position while you are wearing it; otherwise, you'll feel as if you've been rubber-banded after an hour or so.

   Real waistlines are making a comeback. DH and I subscribe to Ultra HD, a high definition channel of runway shows from all over the world practically round the clock. Over and Over again the Spring08 fashions show very high waist, the opposite end of the extreme. The waistlines are extended up and not a separate "band" for the most part. Whichever way it comes I am all for it. I was eventually forced to buy muffin top styles and must admit they are very comfortable. But do they flatter me? I don't think so.
