There is a fusible stay tape on the market...I can't remeber its name.  If you can find it, what you want do is measure the neckline, cut the stay tape smaller than the neckline, pin it at quarter measurements, then steam press it on, holding the iron very lightly on the tape as it draws the fabric in.  Then you can put the full weight of the iron on the tape.
