What's in a fabric weave number? For instance....is a fabric with a 20 weave count better or worse than a fabric with 30 weave count?

I don't think it has anything to do with "better" or "worse."  Wools will have a lower thread count than silks or cotton.  The greater the number, the finer the thread in the weave.
