Would anyone know if there is an “Industry Standard” for button diameters used on baby and child apparel. My concern is having a baby or child choke on a button that might come off.

I don't know about an industry standard, but I remember reading somewhere that you can buy a certain size pvc pipe and anything that will fit into it is too small as a toy. You might try calling a pediatrician's office.
*Supposedly the plastic canister from a roll of film is the right size to check if an object is too small or too big for a baby.
*Also a toilet paper roll: anything that will fit through a toilet paper roll is a choking hazard for infants under 3.
